 Description   

What I expected to happen was...:
The snow would disappear and a fire would start.

What actually happened was...:
There was a flash of light then nothing happened.

Steps to Reproduce:
1.Use flint and steel on a snow layer
2.Watch the flash.

Upon further review it would seem this is the intended behaviour (see wiki for details here)
