 Description   

Warning, This only occurs when the repeater is facing east or west.

*What I expected to happen was...: The repeater shouldn't pulse since it isn't powered

*What actually happened was...: It pulsed

Steps to Reproduce:
1. Place redstone in a line, north to south, power this line on one end.
2. Now on the other end, place a repeater perpendicular to the redstone.
3. The repeater pulses, but its not getting any power, it shouldn't.
