 Description   

If you put a detector rail on the ground, it will always be powered. It doesn't matter if you put a minecart on it or not.
but the detector rail will not power redstone right next to it, only redstone one block under it, and one block above it.

I have confirmed this.

+ when you remove the detector rail, the blocks stay powered unless you break them.
If you already have redstone directly above or below it, then the redstone will stay unpowered when you place the rail!

Images:
1. Removed the Rail from the middle block, all the stone blocks have redstone on them, (exept the ones in the cave ofcourse --' ) and they are still powered.

2. When 1 redstone, that is still active after the removal of the rail, is removed then all the others go unpowered again.

3. When the rail is placed back, there is no effect on the redstone, unless 1 redstone is being added to the blocks.

4. When block is updated again, (redstone is placed back or removed) all the redstoone is powered AGAIN.

And I guess that would be all the screenshots I took.
All the stone blocks represent the blocks that can be powered by redstone (that I know of) ofcourse this is to show where the rail is, so this can be copied to the front for even more blocks...
