If the comparator gets an input from a block, it looks activated (The torches burn) but it doesn't output anything. See the attached picture. |

Wouldn't it make sense if a weak signal gets in that normally doesn't power redstone, the output must be a weak signal too? The comparator should output the same strength as the input |

This is most likely because the block does not exactly have strength. It is just powered or unpowered. Blocks should have signal strength information. |

Actually, the comparator outputs a "weak" 0 length redstone signal. Screenshots added. |
