 Description   

i expected to ender Pearl onto the block.
What happened was i did not ender Pearl to the chosen block but a block 15 blocks away

Create the compact animal breeder as shown
The one below was used for cows
Jump in and ender pearl onto the blocks shown on image with highlighted blocks

I believe the cause of this is that when it teleports you, et keeps your velocity. I believe it keeps your velocity so that if you were sprinting, you continue sprinting when you teleport.

Why you zoom on teleport:
It is because you have many animals that are pushing you. If you were to destroy block you would start zooming. (The animals would too)

Note - This is NOT a reason for it to NOT be a bug, this is just an explanation of WHY it happens.
