 Description   

Any time you try to grow a tree with bone meal, even if the tree is not grown, a bone meal is used.

To reproduce:

1. Plant sapling.

2. Restrict tree's ability to grow

3. Use bone meal on sapling

4. Keep trying until you have no more bone meal

5. Be sad

Confirmed. However, if you put 4 Jungle saplings together under some sort of roof or something, because big trees vary in height it may take a few tries to get it to work.

While consuming 1 bone meal each time it doesn't work.

I'd say this is intended.

I think this may be intended. The sapling needs bone meal to grow, but then it can't grow. So, it's like a failed attempt at growing, which should cost the same.
