 Description   

How to reproduce:

1) Place Jukebox
2) Insert Disc
3) Enter face-facing third person view
4) Hold your left movement key
5) Observe as the music fades out into the left ear, not the right as it should be.
6) Also works going to the right.

Nope, this bug seems to be fixed in the latest snapshot (or earlier). It even switches sides while a sound is playing.

Is this still a concern in the latest Minecraft version 14w04b? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

That is the question at hand. Is it intended that the sound always play relative to the player, or to the camera? Only one of the developers can answer that.

This is most likely intended. Third person view shouldn't change where the sounds play to. The sound is configured around the player.
