 Description

I use redstone repeaters to create a delay on the signal of a redstone clock, but for some reason isn't unusual that the repeaters stop repeating.

Confirmed.

After reloading the chunks. I go away to chop wood or close the game, and when I return it's frozen.

Is it happening right infront of your eyes or only after reloading chunks?

Redstone maps?

I've also ran in this Problem and this is very bad, because it breaks most redstone circuits and maps.
