 Description   

Create two high fence
put one block of dirt on either side
jump fence.

Unsure if bots can too but it would be very bad to have baddies jumping fences this way...

Then there is still that they could just use enderpearls or build over the fence.

This works as intented: fences' hitboxes are about 1.5 blocks high, even though they look shorter. If you don't want this to happen, you should just replace the bottom fence block with a regular block just like Tails said.

Seems odd to be able to jump a fence straight on in front of you. I hear what you are saying. I created a two high fence to protect from baddies from seeing me but did not clear out the existing block around it. Was surprised to see the ability to jump it.. Guess odd behavior that it would lift you up a 1/2 block.

Looks intended to me. Bottom fence connects to both blocks, which lifts the player by half a block and makes it possible to jump the fence. Sollution: replace bottom fence with regular block!
