A bug is, by definition, any behavior in the software in contradiction with the intentions of its developer. Some behavior may be unintended because the developer did not have a preference in the way something was done, or they were not fully aware of how their code would interact with other code. Their code may have unintended consequences in addition to their intended behavior.
Without a statement from the developer, we have no way of knowing. We can only guess, based on the available information. Most (but not all) items are sorted by their IDs, but most items are also near similar items. Early in the game's development, sorting by ID would result in similar items being in close proximity, but as items have been added, that is no longer true. Decompiling the code, it does not appear to explicitly sort the items, just displays them in whatever order they're in the registry. My guess would be that they don't really care what order the items appear in, and may not have given it much thought. However, the behavior is clearly confusing to some users, and will likely become increasingly confusing as additional items are added, if they do not appear in proximity to other, similar items. It's not clearly a bug, but nor is it clearly working as intended. Thus, we leave it for the developers to make a decision on themselves. |

Even if that were the case (it's not, Enchanted Books are sorted below other items with higher IDs), implementation does not expose intention. Otherwise, it would be impossible to call anything a bug. They have written the game in such a way that in most cases, items are sorted by ID, but looking at the code suggests that's just a consequence of how the data is stored, rather than an explicit sort order. It just iterates over the item registry, and gets the items in whatever order it returns them. As they move away from preset item and block IDs, the storage format will probably change, and the order of the items in the creative inventory may also change. We don't generally mark issues as Work As Intended unless directed to do so by a Mojangsta or they've made a public statement somewhere about it that we can reference as proof. I'm pretty sure they've seen this particular issue, and that it's come up in review – they could have marked it as WAI themselves had they chosen to do so. |

This is not a bug. That items don't follow a logical order is because the devs intended the items to be sorted according to their numerical IDs. However, with the change to names instead of ids, the ids aren't particularly relevant, and aren't necessarily in the same order every time, so the sort order must be determined differently now. It's probably the order in which the blocks are initialized. |
