 Description

When an axe (for cutting wood, not mining stone) is enchanted with any variation of the Fortune enchantment, the drop rate of wood, melons and pumpkins are not effected. This doesn't seem to be intended behaviour as currently the enchantment has no effect whatsoever.

This comment will turn this more into a suggestion, so you can ignore this, if you dont care.
It could be made possible, that you have multiple wood block drops then, if the dropped wood block has +32 or +64 on its data value. If that block is chopped with fortune, you will only get 1 wood block.

Working as intended - imagine if it did drop more blocks - you could just place the blocks, mine them again and get even more blocks.

On a side note, Fortune Axe should affect saplings. I can barely get enough jungle saplings out of my tree farm. I think their drop rate is lower, because I get tons of other saplings.

Try using an axe on carrots, melons, nether wart, tall grass, and gravel (increased chance of getting flint). You should see that you'll get more items than if you used anything else without fortune enchantment. This enchantment is defined as multiplying the drop rate of "items" from blocks, not "blocks" from blocks.

There is no enchantment that allows tools to yield more blocks from a single block.

Wood would never be affected any more than a fortune pick would give more cobble. The same is true for pumpkins.

Fortune affects melon slices however it is capped at 9 to prevent infinite duplication.

This is intended behaviour.
