 Description   

I joined the server and flew around a little. I went to see the house that my friend had made and when I entered, what I saw was what is in the video. The other guy in the video, askaskj2, replaced the flooring after the video was shot, and the effect could still be seen. Re-logging got rid of the error. I haven't experienced it again, but then I haven't played more than a few hours of 1.4 yet.

No, that's no HD texture issue. In that case the fire is be static on the grass blocks, but here there are dynamic fire particles.
That doesn't look like some kind of program error or any kind of bug, because it's limited exactly to the inside part of the house.
I suppose some kind of server mod or whatever.

You're using an HD Texture pack without MCPatcher. That's why. This cannot be resolved without getting the Optifine mod or using MCPatcher. If I am correct, Portals and fire doesn't render right either.
