This is not "works as intended", this is a bug. It was fixed in the 1.8 snapshots. |

Why is it intentional? To make it clearer, I can confirm that a piston on the last layer of the world facing horizontally with nothing in front of it will not trigger when redstone is activated. |

no it was horizontal but at bedrocks height and it didnt work, cause i know that nothing goes out off the world even water, lava, piston arms etc. |

Is it possible that you tried to extend the piston out of the world? If so, it works as intended - no blocks (not even piston arms) are allowed outside of the world. |
