In the same way that, from time to time, one finds sand blocks that have not fallen it appears gravel can have the same problem. Just spotted in world created in 1.3.1 (if I recall correctly), with a block that was probably generated in one of the 1.4.x weekly snapsots. |

This is a "feature" of world generation. |
