Found the bug in Windows Vista Home Premium (Java7 latest patch), Windows 7 Home Premium (Java7 latest patch), Linux Mint 13: Cinnamon (Java OpenJDK7), and Ubuntu 12.10: Quantal Quetzal(Java OpenJDK7)

 Description   

In 13w10a, removing a moving minecart sometimes leaves the looping sound-effects within the location that you removed the cart. When attempting to turn the ingame volume down to 0, the sound of the minecart remains, but the loop sfx is locked in the stereo position that it was in as you turned the volume off. Example, If the "ghost" (as I would call it) sound were to be coming from the far right, turning the volume down to 0 would leave the minecart sound locked to the far right until you turn the volume up again.

What I expected to happen was...:
The minecart should be removed from the track (leaving it with whatever it had inside it if it were survival) along with the looping ambient sound that is produced with it.

What actually happened was...:
The ambient sound that is produced from a moving minecart remained and when attempting to turn the volume down to 0 within the ingame settings, the sound of the minecart did not decrease. However, the stereo positioning of the sound, depending on the position that you stand, would be locked only until you turn the volume back up. This did not happen every time when I "punched" the moving cart, but it happened often enough.

Steps to Reproduce:
1. Set up any kind of rail that causes a cart to move on its own, weather it is a loop or a back-forth setup with powered rails.
2. Place cart, chest cart, hopper cart, etc on setup, and have it gain momentum enough for it to produce ambient minecart sound.
3. If sound is at its peak, break cart as it is moving. Sound may or may not linger. If not, try again. It doesn't happen every time. If so, go to next step.
4. Sound should longer within the location that you removed the cart from. Running through the area would conclude that the sound is stationary. If you pause the game facing any location to experience the stereophonic sound, and turning the in-game volume down to 0, you will be left with the minecart sound locked within that stereophonic position that you hear the sound coming from. Note that it does not even decrease when the sound is turned down, though everything is turned down. The only way to get the stereophonic "unlocked" is by turning the volume back up. The only way to rid the "ghost" sound all together is by exiting and reopening the world that you were playing in.
