Confirmation Status: Confirmed

 Description

If you place a hopper facing sideways into a block and put an item in it, then remove the block and place another hopper facing towards the first, the item will NOT bounce back and forth between the hoppers as it should until the first hopper is re-placed.

Confirmed. Note that even a correctly functioning setup does not turn on the second comparator because the item is only in that hopper for an instant.

Apologies; I've never used this before.

Please create the screenshots ingame with F2 instead of attaching uncompressed BMP files.
