when redstone repeater is on locked position when i put a redstone torch its working on locked position

Can't see an issue here. The locking functionality is not a blocking function; if you lock a repeater while it's on, it will stay on even if the input turns off.

I tried everything i could imagine, but theres no bug i could see.
If a repeater is off and then gets locked, it stays off.
If a repeater is on and then gets locked, it stays on.
As long as there is another repeater pointing to his side, which is powered, they are locked.
A locked repeater in on state will still power anything in front of it, even if the source where it got its power from is turned off after it became locked.

i want to say when in locked position its not working with redstone torch but when i activated the lever it turned on but maybe its not very buggy but my minecraft crashed after that...

...Although, it'd be far more useful if it was a transistor instead of a latch. We can already make same-sized latches with torches, and smaller ones with pistons.

Just to clarify to OP, the bedrock locks the STATE of the repeater....it doesn't prevent power running through it.

What do you actually mean? Looking at the picture, there seems nothing to be wrong.
