A 1-wide solution to your problem. Clock runs only if there are any items in the dispenser/dropper. |

If you mean that a comparator is constantly causes the dispenser to shoot out? That's fixed for the next snapshot anyway, see |

Do really I have to open a new one with a comparator ? for you to take this into account ? (comparator=clock) I fou have read a bit my comment and what I say, you might have seen that the problem is not (I power badly the dispenser) but more that the blocked hopper is annoying. |

From the Minecraft Wiki: "Each time the block receives power from a redstone circuit, a random item from its inventory drops out." Just put the dispenser on a clock and it will shoot out all items you put in it. |

To make it fire it continuously, you can put a comparator but it doesn't change anything : the hopper is stopped. |
