this is also a bug with worlds, the global resource packs are disabled instead of being below the world resource packs |

This is intended behaviour, and welcome behaviour for most server operators. Forcing vanilla resource packs will prevent anyone from using an xray resource pack for example, which is useful on any public server. If you are a private server you can provide users with the custom item resource packs to install locally, and then set them as server resource packs, but have them be optional. If they are installed on the users machine they will be enabled (as though forced) but still allow other resource packs to be added on top of them as well. |

I want to make that players will see custom item textures but also will be able to play with own texture packs. Forcing resource packs just disable users resource packs, why? A lot of players want to play with own packs, not with default textures only. |

I believe (and this is just my opinion Are you able to elaborate on how this impacts you? Under what circumstances would you need to force a pack but allow players to add extras where you couldn't just make them available? |
