cant find the log file and says port is occupied when i know it isn't |

The issue isn't the port line, but rather the "cannot access" line 2 before it. The account you're running the server with does not have access to the files which prevents the server from starting. As this is a tech support issue rather than a bug I am going to submit this to the mods for closure.
