 Description   

Mobs that are stuck in pools of water are not despawning when leaving the area by more than 128 blocks, via the nether or going offline.   Increasing number of mobs are spawning in the same location causing the mob cap to be hit and significantly impacting performance on Linux dedicated server (50% CPU load).   X-Box Series X client has also crashed when entering the area where mobs are not despawning.

Identified through looking for entities causing performance / lag.   Usage of x-ray texture pack to locate the entities and kill of all entities resolves the issue, but cannot perform on server without cheat enabled.

Not yet able to identify whether it's related to mobs that cannot pathfind out of water which are open to the surface, or related to helmet wearing mobs.    All seem to be within 2-3 deep of the surface so are not killed by sun light.   Further testing needed

Could you please provide more details how to reproduce this issue? What resource pack did you use to x-ray through to see entities?
