After the update 1.13 adding foxes, we found that we cannot move a bucket of milk from our inventory into a chest, or anything, be it shulkerbox, or dispenser. If we try the quick command the bucket blinks and then empties. if we try picking it up out of the inventory it blinks then empties.  We tested this with buckets of lava and water but they worked fine. This glitch only seemed to happen with Milk Buckets.
