The realm owner has resource packs applied to the realm. The realm owner has the requirement for players to download resource packs turned off. The players are prompted to download resource packs and join or leave. The player is required to download resource packs if they want to join. I wonder if this has anything to do with my own active resource packs not applying to my view of the world owned by another user as well as my marketplace resource packs deactivating without my control.

Steps:

1. Owner turns off requirement for players to download resource packs when joining realm
2. Players join realm and are given two options: Download and join or Leave
3. Player is required to download resource packs when joining reralm although the owner doesn't require it
