Activating the "Multiplayer Game" setting when creating a world gets undone when the world is created, so I can't host a multiplayer world on my phone

When I try to make a multiplayer world, I can activate the "Multiplayer Game" setting, but it doesn't change that it gets automatically set to singleplayer when I enter in the world. When I exit, the setting shows that it is a multiplayer game. I do not have this problem on my PC on MCBE with the same Xbox account, I can invite people to my worlds fine, but my sister with minecraft on her iPhone has always had the problem. She made a new Xbox Live account and made sure the settings allowed multiplayer and still can't invite. I've only had the problem on my phone since about 1.16's release. Video
