Villager work issues

      Those villagers hasn't any work but the work block is on, all of the villager is 22 and the work block is 26. In 22 villager, 4 of them (normal villager not nitwit) hasn't any work but the work block (8 work block) is empty no one occupied. So Please fix this. Thanks.
