Nether ruined portal spawn broken

Spawn in and under lava lakes and spawn inside the walls 

Steps to Reproduce:
1.Enter the nether
2.Search portals by exploration or by using commands
Observed Results:

I find it buried under lava or inside walls or blocks

Expected Results:**

I should find it spawning correctly, on top of lava, inside caves, or anywhere in a vow (it should be clear, easy to find and see without using commands)
