If your head is in water, you can't use an empty bucket on a water source unless your eyes are directly in that water source. This makes climbing with a bucket nearly impossible on console unless you turn up the controller sensitivity, and in some cases causes you to drown from your own bucket because you can't pick it up. This also affects lava.
Steps to Reproduce:
- Place a bucket of water/lava. Make sure it is at least 3 blocks high
- Attempt to grab it whilst in the flowing water/lava
→ The bucket doesn't fill up.
