Evoker fangs will not spawn facing the evoker when summoned in a circle and won't spawn facing the target when summoned in a line.

How to reproduce:

1) Spawn an evoker.

2) Spawn a villager 10 blocks away from that evoker.

3) Notice that the evoker fangs don't face the direction of the villager and don't go in a straight line. This is not quite the case on Java Edition.
