Previously, Chains and Target Block are correct position in creative inventory since 1.16.40 or older
How to Reproduce:
1. Create New World in Creative.
2. Open the Inventory.
3. See the Chain and Target Block.
Actual Results/Observed Results:
Chain and Target Block located below beside of fireworks star.
Expected Results:
Chain and Target Block properly located in creative inventory.
