Specifically, villagers are re-linking from their beds and workstations everytime I load up a world where I have a village in the Nether or The End.

It's like when you discover a new village in the Overworld, all the villagers scramble around trying to find a workstation and bed to link with.  Every subsequent time you go to that village, their behavior is consistent.  The farmer is still a farmer and is farming.  He doesn't have to stop and figure out his situation like he's new because he knows what he's doing.  He stays linked to them.  You have reliable and consistent behavior.  You have a village and that's what a village was intended to behave like.

In The End or Nether, villages aren't behaving as intended.  Everytime you load up a world or realm, they all act like you're discovering a village for the first time.  No matter what you had setup, all deals are off.  Farmers run away from their crops and might not even be farmers after that, villagers change houses and it's utter chaos.  It's really inconvenient to wait for villagers to relink to a workstation and bed like it's a brand new village everytime.

The behavior of villagers seems inconsistent between dimensions and it's causing a new village to be created each time making players wait and see what chaos unfolds.  Had a villager who decided to be an armorer out of nowhere and suddenly I had a farm with no farmer.  Everyday, it can be something new as you have a new village.  This is not consistent behavior for a village.  Village/Villagers mechanics/behavior isn't consistent based on what dimension you're in and I believe there were certain mechanics and behaviors intended for villages/villagers that aren't working properly in The End or Nether, and this is causing problems with villagers resetting their behaviors/jobs/work.
