If there is air or the grown version of kelp or sea grass positioned above kelp or sea grass, and a player is near it, pets will teleport into these blocks. This intuitively doesn't make sense because signs, coral, and coral fans, which are boundless blocks that can be waterlogged optionally, do not exhibit the same behavior. This will lead to pets continuously teleporting to the player and drowning.
