Minecart track can't place underwater.

      When I place a rail in a one by one hole it breaks and drops the item, it doesn't get waterlogged. IDK if this is a bug or not I'm just reporting it. And I can't find other issues like this so IDEK if this is duplicated or not. Thanks for your time!
