On hard mode, withers randomly shoot a blue skull in a random direction, even if that wither is targeting an entity already, to replicate this behavior, have a wither target an entity, and even when the wither is attacking the entity, the wither will still fire blue skulls in random directions as if it wasn't targeting anything, along with the skulls fired at the targeted entity.
