I was exploring the end in creative mode, when suddenly, I noticed a bug. This bug is that chorus plants are generating in a glitchy way, such as chorus branches w/o flowers and chorus plant blocks not on top of end stone.

What I expected to happen was...:
For all chorus branches to have a chorus flower.

What actually happened was...:
Instead, some are missing a flower.

Steps to Reproduce:

1. Go to the end.
2. Defeat the ender dragon.
3. Find the end gateway.
4. Get an ender pearl.
5. Throw it into the ender gate.
6. Notice that some chorus plants are glitchy.
