The block selection overlay appears only on one face of a texture. This means that on 'flat' blocks (iron bars, glass panes, plants, sugarcanes, or crops), the overlay will not be rendered when viewed from certain angles.
Tested in creative and survival mode. In the attached screenshots, the overlay is partly or completely invisible because of this issue.
