I bred two turtles and followed the female which would eventually come back to the same beach after swimming in circles for a while. She finally finds a place to start digging and never stops. I waited a few Minecraft days and she hasn't moved and continues to dig. I was able to the have her follow me with sea grass where she then found a new spot to dig forever.
