Cannot place blocks on y=64

      I have a Survival mode world where the following happened:

      1. Noticed that a pressure plate powered door stopped working in a specific location. Other door worked fine.
      2. Reworked the door, still could not make it working, switched back to normal door, removed all redstone stuff, pressure plates, etc.
      3. Later noticed I and other players could not break or place blocks while standing anywhere on on y=63 layer. Jumping helped.
      4. Restarted Minecraft, Playstations -> does not help.
      5. Tried other worlds, seemed fine.
      6. Going back to the world again, could break and place blocks while standing y=63, cannot place objects on y=64 in a 22x21 square centered around the faulty door. Blocks can be broken without problems.
      7. Removed all the blocks under and above the door -> does not help, cannot fix the wall now. Jumping does not help.
      8. Door can be placed on the original position without issues.
      9. Outside the 22x21 square blocks can be placed on y=64, but what would normally place a single block now places a burst of 2 or more blocks in a row, going from the cursor to the players position.
      10. Player spawns are in the 22x21 square but away from the door.
      11. There are dogs and horses in the square but still well away from the door.
      12. Restart does not help.
