I have obtained an ocean explorer map from my cartographer villager. It was easy to find, and I proceeded to enter the structure and clear it out. I noticed I hadn't got the achievement, I tried holding the map in hand and in off hand and entering through both the top and bottom entrances; nothing worked. No achievement pop up, and when I checked it says I haven't unlocked it. I even leveled the entire monument for resources.
