I tryed to make an enchanted apple pattern to get an achievement, but I can't craft it

Steps to Reproduce:

1. Get an enchanted golden apple and a piece of paper
2. Go to survival and open a crafting grid (crafting table or inventory)
3. Try to craft the banner pattern (pick from the recipies or by your own)

Observed Results:
You can't craft the banner pattern

Expected Results:
You should be able to craft it
