1. place a respawn anchor and charge it. Make sure you have a flat area around you
2. set your respawn poin 
3. set yourself into survival and do the /kill command

you will see that you spawn away from the anchor to a random spot

you should spawn to a block adjacent to the anchor as the wiki describes.
