The achievements are not unlocking game only tracks the hours I've played. I'm playing on a Minecraft PE Survival world offline, signed in by an microsoft account,never activated cheats or creative modes yet.

The game still warns you that the achievements won't work if you switch to creative mode or activate cheats. Even the Xbox app doesn't tracks my progress it says "THERE ARE NO RANKINGS AVAILABLE FOR THIS GAME"  I've waited for a while now, even started playing on a new world, but it's still not responding
