Iron Golem and Cat won't spawn?

Hi Mojang, I was recently playing bedrock minecraft and my home get raid and there's only left a few villager, I heard that 21 beds, 10 villager with profession and one bell is enough to spawn an iron golem. I have done all of these but there's no iron golem spawning. I also realize cats also did not spawn too. I have many of the same type of cats tho.

Am I doing it wrong? Or it's a small bug?
Hope I am able to spawn some iron golem before I go mining.. Would not like to have another raid by zombies while mining....
