I cannot chat when xbox live is logged in during offline

      I am playing minecraft, but i sent the message it appears cannot chat with other players, i am logged in and i able to chat

       

      Heres step

      Step 1: Turn on wi-fi

      Step 2: when game is now running, turn off your wifi
