On a friends realm, we have multiple people who play on a few different devices and have no problem chatting. For some reason I cannot see one players chat but they can see mine. I'm playing on both xbox and ios and they are playing on xbox and switch. I only seem to not be able to see their chats when they are on their switch. Everyone else can see their chats as well.
