As far I know, that soulspeed is an exclusive enchantment that can only be obtain through barter or finding a bastion, but I see this enchantment every enchanted book loot or even drop from illager raid and even this enchantment can be found from stronghold libraries, end cities, mineshaft and occasionally from villager trading..
