Levitation works even if you are in water or lava

The Bug

The levitation effects pushes you up even if you are in water or lava. It did not happen in earlier versions, but it changed in version 1.13. This also relates to MC-83369 which is resolved as works as intended, which means that it is an intended feature that levitation doesn’t work in water or lava.

How to reproduce:
1. Go in water.
2. Give yourself levitation. You can use this command: /effect @s levitation 4 9 true

What actually happened: You will get pushed up.
What I expected: You are not affected by levitation.
