Inconsistent Pillager Spawning at Outposts

      So recently I found a pillager outpost along a river and initially there was a swarm of them that spawned there 6-8+ or so pillagers, a decent amount considering playing in hard mode. So I drop my difficulty to Peaceful so I can modify the outpost as seen below, as to make things a bit more challenging. Even if the fort is a little oversized that's okay as I hoped Pillagers would spawn within the area and spread out a bit. Supposedly it should be 36 blocks from the centre of the main outpost. However upon returning here in Hard mode, there only seems to be 1-2 pillagers spawned at a time (Pictured, 1 captain). The most I had at once was 2 normal Pillagers in the tower and the Captain had wandered off out of the base. Far from the crowd I was expecting. I'm hoping that this is a bug and as soon as pillager spawn rates return my build will become the death trap I hoped it to be.

      The Issue: Pillager spawns at outposts seem too low once you've "been in the area long enough" or "loaded the area enough times" or "altered the area" or perhaps some other factor.
