Soul fire doesn't work when randomTickSpeed is zero

      The bug

      Soul fire seems to rely on random ticks to convert itself, although it does happen near-instantly. When random ticks are disabled, soul fire cannot be created.

      How to reproduce

      1. /gamerule randomTickSpeed 0
      2. Place a soul sand
      3. Use flint and steel on it
      Regular fire
