The "Block of Emerald" item in the creative-mode inventory appears next to the "Emerald Ore" item in the bottom tab. It should probably appear in the top row of the "Bookshelf" tab, alongside the other mineral blocks (Gold, Iron, Diamond, Lapis Lazuli).
