      Summary:
      When Outline Selection is disabled, pointing the crosshair at a blank banner causes the Snout banner pattern to appear on it.

      Steps to Reproduce:

      1. Disable Outline Selection in Video Settings
      2. Place a blank banner
      3. Point the crosshair at the banner

      Observed Results:
      The Snout banner pattern appears on the banner.

      Expected Results:
      The Snout banner pattern should not appear on banners that haven't had the pattern applied to it.
